Pending payment weeks after proof of delivery.

The PayPal complaints system is sending me round in circles, an no human being has taken responsibility for resolving my pending payment, even though I provided proof of delivery on the 11 Feb and their automatic system generated email advised I’d receive my money within 1day. If you’ve had a similar problem in the UK please let me know how you resolved it as no-one answers their contact centre number and no-one actually reads complaints – I’ve submitted 3 complaints in the past few weeks.
