Paypal fees on item ebay refunded as a payment

i had a return request through eBay and i agreed and because i couldn’t refund (issue from the buyer side) eBay made the refund as a payment. my problem is the transaction fees Paypal took on the payment, how can i get a refund? they are around $10 a bit too much to loose. please help, what should i do?
