Paypal fees kept on ebay refund?

Hi there, new here, just trying to understand if paypal is entitled to keep the fee on a ebay sale after the seller refunded the buyer straight away. I keep reading about 20p, which would be a reasonable fee for… doing nothing, not the full 3.4% paypal kept at the source! Solved! Go to Solution.
