My credit card is being declined.

Indian account * I made an mistake in adding my credit card details to paypal account. I wrong typed the expiration year 3 times, and then my card is being hold. I realised and retyped the correct info, even though paypal asked to wait for 48hrs to re-link card. I waited more than 3 days , but of no use. So I closed the paypal account in which I wrong typed expiry. I freshly opened a new account on same email , even though itâ€™s showing that my card is declined when Iâ€™m linking . Please please pleat help me from this. ðŸ¥²
