Is money sitting in the pending section guaranteed that is has been sent to me?

I have requested £300 be sent to me. It is sitting in the ‘pending’ section and in green writing but it just says ‘Request sent’- has this money been sent from the other party? Can this be guaranteed to reach me after the pending period? Is it safe for me to post the item I am selling to this person? Thanks
