Faulty goods past 6 months not fit for purpose

Description
I bought earphone from Chinese seller as item was described as coming from Leicester. I cannot charge the headphones as the powerbank that came with them will no longer charge up. Seller sasks me to send them back to China. Cost is excessive and I have had items returned from China previously or they never get to their destination. Does Paypal not bear nany responsibility as the sellers agent? They closed my dispute and offer no help. What can I do?
