All you have to do is bring in bazillions of tons of rotted organic material, amend it into the sand to make soil, plant trees, and if and when the trees become mature and a full canopy forest emerges, rain will happen. There used to be both rain and forests in the area. So you just have to recreate those conditions again. Compost will be the key to this. The technique has already been applied in Israel and other desert areas.
