ordered item via business account, it never arrived, only dispute option is ‘fraudulent activity’?

Ordered an item using my paypal (business) account. it never arrived and the seller is ignoring me re refund. when i try to open a claim/dispute, but there’s only one option ‘ reporting fraudulent activity’ ! am i doing something wrong? is there a shorter time limit for business accounts to open a dispute? thanks for any advice.
