Why do NPCs look so uncanny in the city environments while interior NPCs look normal? This is a huge issue I have with Starfield. All the city NPCs feel like the same three presets over and over again while the interior NPCs in places such as bars and stores look completely normal and well-detailed.

I think the best thing they could do would be to just turn off the eye tracking system for the nameless ones. They are faux-npcs anyway, and only exist to make the city look populated. They are supposed to be ignored, so it makes sense to have them ignore you. They would fade into the background better that way.
