This is very subjective and i will tell you what i see around me. Someone who has completed till skill level and is left with all professional level exams is a part qualified Acca. Also, in some contexts it can mean left with 2 or 3 professional exams. I guess because big part is still left. Acca finalist is someone left with 1 or 2 exams.
