I can’t recieve my money from upwork for more than 3 months

i was having 20 dollar in my Upwork account and I linked my PayPal to Upwork, and i verified my credit card (QNB bank) and all went well, i asked Upwork and they told me that the issue might be from PayPal as they already transfer the money to my PayPal account, So please i want to know the problem, Thanks.
