I am unable to change default payment method to Paypal Balance

For some reason, I can’t change my preferred payment to Paypal, the payment lists only credit cards, and nothing else, I have ample balance to pay for a particular item on Ebay, but when I try to use Paypal balance, it says I have to select a CC to use, but when I go to my Paypal account and select to change payment option, all I get presented with is a couple CC’s I have on file and no option for Paypal balance. I read that Paypal use the Paypal balance first, but this is not the case for me, because every time I try to purchase something on Ebay, using my Paypal, I get asked to choose a CC for online shopping. I want to use my Paypal balance, not a CC that currently hasn’t enough funds to pay for the item whereas my Paypal balance does. So, don’t tell me how to change it, I have already tried, what’s needed is someone at Paypal to change it so that I CAN! use my Paypal balance, otherwise I have lost all the money I have in Paypal, which, legally I can sue for theft.
