Authorization Cancelled – Money still not back after 1 month

Description

I purchased something online (Aug 27) thru Paypal from my bank and the payment had a Pending Authorization label on it and I was charged. Turns out the item was out of stock so the merchant cancelled the order and it reflected on PayPal with a Cancelled label on it. My problem is, I have not received the money back. I contacted the merchant and they said that they did not receive the money since they cancelled the order. I have also read that it takes days to weeks before it reflects to my bank account. It has already been a month and I still haven’t received my money. Please help me on this.
