When do we use the questions Did you notice? and Have you noticed?
Did you notice? is in the interrogative past-tense form. We normally use this form of the question when asking someone about a brief, short-term, or one-time action, occurrence, or activity that took place right before the moment the question is asked, or at least not very long before that moment.

Did you notice that he… /past simple/ or /past perfect/
You are correct. If you say I noticed he left it means that these two things are happening at the same time, whereas I noticed he had left means that the leaving happened earlier. The third sentence is incorrect, because I noticed is past tense and has left is present perfect tense. You’d have to change it to I he has left.

The Difference between the Verbs ‘Notice’ and ‘Note’ (ESL)
It is true that you can use the verb note in the same way you use notice. For example, the cat has noted an insect. / The cat has noticed the insect. However, this is a secondary meaning in my opinion, and most North Americans would say that the cat ‘noticed the insect’ to say that the cat has seen something new. If I were , I would forget …

past tense – I noticed vs I have noticed – English Language & Usage …
In principle, I noticed stresses the act of noticing and doesn’t necessarily imply that the result of your noticing has a direct effect on the present. Maybe you noticed something a long time ago and it is no longer relevant. Or maybe you noticed something recently, but can’t remember what it was.
