From reading the document below, it admits that a flyer, printed on stock thicker than 170gsm, can still be deemed a leaflet, as long as it is a mix of text and pictures, small enough to be held in your hand, designed to be read a few times and thrown away. If that’s it, then flyers should be non-VATable. BUT… it is VATable if:

HMRC states that to qualify for 0% VAT, the item must be designed to be thrown away after a few reads. Leaflets which are laminated are considered to be designed to keep and therefore are not disposable or zero rated.

But the grey area is, mailer/informative flyer are VAT exempt but the design and delivery of them is VATable. Also if the mailer/flyer is design with an offer or any reason to keep the item, then its VATable as well. Thats what we understand it to be.
