Transferring PayPal balance to my credit card or bank account

HI, I have had a PayPal account since 2008. Recently, I have amassed a Paypal balance which I want to transfer to my credit card or bank account. It will not let me do either as it says that some cards do not allow this which makes no sense as when I purchase items on ebay, it debits the same credit card. When trying to set up a bank account, it asks for a routing number which does not appear on UK cheques so I cannot do this either. One other issue is that when I set up the Paypal account, I was living in Kenya and on moving back to the UK, I could not get them to change this back to a UK residency. Though all my address details etc are correct, it keeps putting the country as Kenya?? Could this be the cause of the problem with my PayPal balance transfer?? Also, how can a company as big as Paypal not offer customer service, Covid issues or not? It is most frustrating.
