I need to refund someone for an eBay purchase that never arrived. However, my PayPal wallet has a -$6.00. Every time I try to transfer money to the wallet, PayPal gets hung up and the transfer never goes through. I cannot get anyone from Paypal to assist so I’m asking if you have ever had this problem.
