Paypal unaccountable

Description
PayPal sent an email stating that my Pay in 4 payment did not go through. It was a $14.95 payment but the was $4,000 in the account. Needless to say they were wrong. They seemed to have used this to penalize me by preventing the use of pay in 4. I have sent communication to them about this, but still waiting. Has anyone experienced this? I’m considering canceling my account their policies seem arbitrary and capricious. I plan to only using Venmo and Zelle.
