Not sure how APR/interest calculate

The PayPal APR/interest for the PayPal credit is 19.99%. Can anyone explain how does it calculate? For example, if I have PayPal credit amount for £1300, does it means I need to pay extra 19.99% from £1300 (0.1999 x 1300 = 259) per month?
