I am having the same problem, but this is for a refund that was issued from a retailer. PayPal credited my account a partial credit and held the rest back under the â€œMoney is Waiting for Youâ€ . When I try to claim it I am asked to add a card to my account. I shouldnâ€™t have to as they already gave me partial refund to my card. Never had an issue with PayPal before, but I will not be using PayPal until this issue is fixed
