issues applying for paypal credit

hi folks having issues applying for credit and ive noticed a few other paypal users have had the same issue. On the app via phone or laptop or using phone 4G data it keeps coming up saying check personal details during the first application stage. I phoned up paypal credit and they have no idea what it is and said will check if anyone else is having the same trouble which on here some people have. My account has been here for about 10 years and never had any issues and my ebay ratings are 100% aswel as a buyer. Can someone point me in the right direction how to get through the first application stage please thanx.
