Can’t confirm my card due to being abroad

Description
Due to the pandemic I had to move to another country that doesn’t supports my Italian Sim Card, therefore I can’t access my bank account to confirm my credit card. Is there a way to contact with Paypal to explain my situation? Or is it possible for me to set someone else’s credit card as my credit card on paypal to keep using paypal. I gotta say right now paypal is my only way to manage my income and I seriously need it working. I don’t know what else to do and I already messaged Paypal and all I got was an automated response.
