Cannot link VISA Pre-paid card (old one expired)

Hello, I am having trouble linking my new VISA Pre-paid card with my existing account. I have removed the old card, entered all the relevant data for the new card (which I will state is ACTIVE) and when PayPal tries to contact VISA to confirm information, I get the following error: I don’t know what is going on, but I’ve been trying to link it for the past THREE days already and I need my PayPal back A.S.A.P. None of the information I entered was wrong, it’s just that PayPal doesn’t want to link it and it is driving me mad crazy. Any help would be much appreciated and the problem resolved. Thanks in advance!
