Why did it cost me to refund a payment????

Why did it cost me to refund a payment less than 36 hours after the customer made the purchase?????? This is nothing but a scam to me. I should not have to pay 23.00 to paypal because someone changed their minds in a few hours!!!! Can someone tell me why?
