Unacceptable Resolution to Fraud Claim

Description

I opened a claim after receiving a fraudulent product from a seller. After I rejected the initial offer of half my money back, I received a new offer of a full refund IF I paid to ship the item back. There are several reasons why this is an unacceptable resolution; 1. According to the sellers website, the buyer only pays for shipping one time including returns; 2. The seller’s website also states that items under $100 do not require return shipping to be paid by the buyer; 3. I am being required to ship the item to Hong Kong when the item was shipped from New Jersey. I checked and shipping from my location to Hong Kong is potentially 2-3 times the total cost I paid for the fraudulent item; 4. The shipping address given by PayPal is in Chinese which I have no idea how to get onto an envelope; 5. I’m being told that I must ship it back in a secure package, and if I don’t and it is damaged in transit, I will get nothing. It was shipped to me in a plastic bag with no padding but now I apparently have to pay for a stronger package than what it is shipped to me in. I have until June 12 to send it back or the case will be closed. There seems to be no way for me to communicate to PayPal that this is an unacceptable solution to the problem and why. Am I missing some way to reach out to PayPal to discuss this issue? Please understand that I have no desire to keep this item and would be happy to return it. I simply do not believe that I should be responsible for paying return shipping when the seller’s website (which I had to track down as their online store changed addresses and names) clearly states that the seller is not responsible for return shipping.
