The sending fee of the money I send is charged from the other side.

First, I have PayPal balance.
When I send money to my friend’s paypal account, without asking the fee of sending be cut from him. It’s very funny. I want to send money to my friend and how much money if I send, other side should receive as it is. If will be cut any fee, it should be cut from my account. My other friend sent me money from Germany, no fees were charged from me. Where is the problem, I couldn’t find any setting for this.
