PayPal withholding money paid by a client for services provided

Description

I have a staging and interior design company. A client paid through my website which I, unfortunately, have (had) PayPal as a payment option. The client received my invoice and then went on my site to pay. They are fully satisfied. PayPal has been holding my money for 9 days. They asked me to prove I have provided services, quite frankly, it’s none of their business. Obviously my client is satisfied and paid their bill. I am planning to file a complaint with the Federal Trade Commission and the BBB. Does anyone have any suggestions for other venues to file complaints? I would really rather not accept the payment at all and have my client write a check but, I think PayPal will still collect the transaction fee. Since I haven’t received the money yet, is there a way to refuse the payment and avoid the transaction fee? Any help would be appreciated. Thank you!
