Payment deducted from Credit Card but not processed and can’t see any details of it

Hi, Did a Transaction yesterday amount was deducted from the credit card but the subscription was not processed. Now the amount has been deducted so i called bank and the payment has been approved and payment is done. I don’t even see that transaction here on PayPal since payment was not even processed. I am from India where currently they don’t have customer care phone numbers ( they do have numbers but no agents at the moment ). They do not have email support only a stupid message assistant which doesn’t understand what you want to complain about. Can anyone tell me an email or a phone number where I can call them..
