Made a purchase online (with Best Buy) and used the PayPal pay in 4 option. Currently have a pending charge in PayPal account page and on my credit card. The order was not placed with Best Buy and there is no record of it; I am not sure whose issue this. Is it a PayPal issue, a Best Buy issue or credit card issue??
