Help me please

Good Evening,I am from the Bahamas and I am trying to transfer money from my PayPal account to my Visa card I requested the transfer it was being process I even got a email a few days after the transfer request indicating that it was being processed and should only take 30 minutes.Later that day I went to check if the funds had been transfer which it wasn’t when I check the account the fund is now back to my PayPal balance and the transfer was denied?I don’t have information as to why it was denied and really need my funds.where do I go from this point or who do I call?The card information I am most certain is correct and my card is also valid
