payment on hold

Description

I sold a outboard motor and buyer used PayPal around $8500. PayPal put pending on payment for 9 days then it went to hold. It says that I have to ship item and provide shipping info and then wait for item to be delivered plus 1 or more days, in order for the hold to be lifted and I can finally have access to payment. The problem is, the buyer is picking up the motor (his own shipper) so I will am not shipping. I don’t feel comfortable sending $8500 motor with out being paid up front. Do I have any options?
