Fines are effective for some To those to whom the amount of money is meaningful it tends to change behavior. To those who have enough money that the fine means nothing to them, it’s not a considerable factor. This is why, in my opinion. fines should be dependent on the net worth of the lawbreaker. There are different ways to measure net worth depending on the severity of the crime. Fines should be equally meaningful to all lawbreaker, no matter how much they’re worth.

I don’t have any statistics, but the answer is straight out of Behaviorism 101, a fine is a negative reinforcement. A person’s logic becomes I am not going to do X because if I do I will get a fine. Anything that follows an action is a reinforcement. In this case the fine is a negative reinforcer. As I said before, I have no statistics, but negative reinforcement has been proven to be a highly effective way to shape human behavior.
