Irish. Herbert Dashwood has a terminal entry saying he came to the country as a child. Cait is also Irish. From her dialogue though it can be assumed she was born in the American region. Her parents were likely immigrants from Ireland and she picked up the accent. There’s also the Russian brothers that run the bar/hotel in Diamond City.
