Description
Having received a fraudulent email (forwarded to spoof@paypal.com) stating that PayPal is about to make a payment of GBP48—00 from my account, I have found that I can’t log in to my PayPal account, although I have been able to change my PayPal password. Every time I try to log in I receive the message: ¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯ Authentication required As part of the PSD2 Strong Customer Authentication regulation, we need additional information to confirm it’s really you. Find out more Receive a text Mobile ‪xx••• ••xxxx‬ Have us call you Next By continuing, you confirm that you’re authorised to use this phone number and agree to receive text messages to confirm your identity in this session. Mobile network fees may apply. Contact us Privacy Legal Worldwide ¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯ However, the mobile telephone number associated with my PayPal account is no longer active, so I have no means of receiving a text message or call on it to confirm my identity. The only way to contact PayPal with this problem is by telephone, and judging by similar posts in this community there is no point in doing that, as no one with this problem has reported success in accessing their account by telephoning PayPal Customer Service, they merely complain of having wasted time and money on telephone calls. Clicking on the ‘Find out more’ link informs me that: ¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯ What are the Payment Services Directives and Strong Customer Authentication? The Second Payment Services Directive (PSD2) This is a new EU directive regulating payment services in the European Economic Area. The directive requires new measures that impact how you access your account and pay with PayPal. ¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯ Now as a British Citizen living in the United Kingdom, EU directives regulating payment services in the European Economic Area have no jurisdiction over me. Especially since the only ‘impact’ those regulations have on how I access my PayPal account is to try to prevent me from accessing it altogether. Which, in view of the concurrent fraudulent attempt to usurp my authority over my own PayPal payments is plainly the whole point of the regulations. The EU can attempt to come between British people and their private finances as much as they like. It is never going to work.
