why 3% fee when transfer from paypal to linked US account, no fee last month

Hi I am an Australian resident. I have open online brokerage account with Charles Schwab to trade US Stocks. In the past, I can transfer money from my paypal account (US Dollar) directly to my linked account Schwab account under JPMORGAN CHASE without any fee. Yesterday I found out Paypal now charge 3% fee when I transfer US dollar from my Paypal account to my linked US account under JPMorgan chase. Anyone know what is going? Many Thanks Kelvin
