PayPal not refunding transaction fees

Description

I am an Ebay seller, at times my buyers wish to cancel an order and then I refund their PayPal payment back to them. In the past PayPal would also refund back the transaction fee to the seller. Not anymore, as a seller I am left with the transaction fee leaving me out of pocket by quite a few dollars. What brought this change on? I hate being shafted like this. Solved! Go to Solution.
