Paypal Digital Gifts giftcard has not been sent to me

Description
I bought an Airbnb giftcard from Paypal Digital Gifts, but I only got the order confirmation mail, I never received the actual giftcard. I tried calling the support phone number[Removed. Phone #s not permitted]an[Removed. Phone #s not permitted] both just have automated messages telling me they are not working. A message in the message center was just answered with a generic canned response. Any way to get my giftcard or should I just file a dispute (with Paypal against Paypal itself, lol).
