Payment purchase declined and couldn’t proceed due to error.

I’m not sure why I’m getting this error when I try to make a purchase for a game card as paypal payment method. Why am I getting this error- Sorry, there was an error processing your paypal payment. The instrument presented was either declined by the processor or bank, or it can’t be used for this payment. Any assistance would be great and or even does paypal have a support email?.
