manual or automatic transfer not working

Description
I received payment for services rendered on the 5th of February. I live in India, and this was an international transaction. Paypal’s manual and automatic transfers do not seem to be working at the moment. I have tried every avenue, and am yet to find a solution. As of now, Paypal still has my money, and they have not done anything about it even after having spoken to customer support.
