Is it possible to issue a refund without buyer’s protection?

I was trying to buy a digital good, the seller refused to deliver the product after the money was sent but was still on hold, he then refunded that transaction and asked me to make it again, when I made it again I didn’t click on purchase protection, the seller still refused to deliver the goods, 24 hour later, he blocked me out of all communication that I had between me and him. Is there anything that I can do about this problem?
