I Won an Item on eBay and Payment Not Going Through

I won an item on eBay and I couldn’t process the payment. I have tried all the payment methods possible to no avail. I was told by eBay customer representatives to reach out to paypal regarding the seller’s account to be able to resolve the transaction. Has anyone come across the same issue? How did you guys resolve it? Any lead helps. Thank you!
