Got charged two down payments for only one Pay in 4

I was in the process of ordering an item on a website and I saw the Pay in 4 option so I chose that but I didn’t have the shipping added on so I went back and added it and clicked on the Pay in 4 option again but Paypal charged me twice on the down payments; the first time being $12 and the second time being $13 (since the shipping was added on) so is it possible for Paypal refund me the $12 down payment since I am only using ONE Pay in 4? I don’t see why not because I was suppose to only pay ONE down payment for one Pay in 4- not two down payments. Please help, thank you.
