Add bank account UNAVAILABLE

Hello, I have a personal, verified paypal account linked to my debit card. I would also like to link my bank account (different from the one attached to my debit card), but the ADD Bank Account option is NOT available in Wallet tab. Only the Link-another-card option is available. What’s the problem? I really need to add my other bank account. Thanks.
