Transfer money from my Chinese Paypal account to my AU paypal account

hi I am trying to transfer funds from my Chinese Paypal Account to my AU Paypal Account, noticed that it charged me $60, which is very expensive. The customer service officer said that was because I did not choose a transfer to personal, it was sent as purchase goods and services, which was not the case. However, when I tried to process the transfer again, there is no option as personal transfer, it is default setting as purchase goods and services.
