Resolution centre case re-open how to?

Hey Guys, Been a long user of paypel but now i am getting extremely frustrated. I filed a dispute for a accomdation refund. The company/business ended up coming back to me saying the will refund. So i closed the case. Unfortunately now the didn’t refund the money. Now i cannot re-open the case or file another one? Sends me to massage centre. I do this but just sends a generic message to file dispute. Which i cannot…. Can i phone or contact any human to get this sorted. I have all the emails saying they would refund the money. Now it has been about 8 weeks and still haven’t received anything. I can email anyone all the email corrspondance. Paypal his really let me done. Any other ways i can re-open the case? I have spoken to the bank and sent them all the history and they are being very helpful. Help please
