PayPal is refusing to release funds they took from my checking account

I have been with PayPal for more than 10 years. I use the service often, frequently on eBay (user name ) and have always been able to do instant payments using my checking account, however, on July 13, 2019, after promising to instant pay someone that I owe money to, I was put on echeck status that requires clearance, and even though funds have left my checking account days ago , payment has still not released funds to this person,first name of Hector. I have sent 6 other payments to the same person with instant payment within the last 3 weeks, but suddenly the same person cannot get the last two payments I sent. As of July 18, 2019, still has not had funds released, shows as “pending” status. We have both called PayPal customer service for help with issue on 6 separate occasions, and each time the CS rep or Supervisor gives us different information. For example, the first Representative told me that I had unusual number of “friends and family” payments made to Hector , so my account was flagged. She assured me it would be for this one time only. So, based on that, I sent him another $400, but the rep was wrong, as that payment is still pending “clearance“ as well. The next call to CS Rep we were told that funds would be by July 17 at the latest, possibly sooner. Again, not correct, as Both payments to Hector still not released as of July 18. The next Supervisor told us on a 3 way conference call on July 17 that funds would for sure be released that day. Hector pointed out that he was promised by CS rep that when he woke up early morning of July 17, payment would be on his account.. the Supervisor responded : “ well , it’s still early and the day is not over yet” This Supervisor assured is he would have the funds . It did not not happen, both payments to Hector still “pending “ Last night we called again… this time we are told it will be clear by 7 pm. It was not. The last time we called they said it could take several more days, they can’t even tell us for sure when! Hector said he was told by a supervisor by the name of SAM, that it was because of fraud on MY part!! I am so furious. They have my money. I have been a good customer for Years, my eBay feedback on Suzze40 is at 100% positive for over 10 years, and now this? Why can’t anyone at PayPal give a clear and consistent answer? This has damaged my trust relationship with Hector who now has the keys to my condo( he was buying things from garage sales for me while I am away to replace my damaged furniture) and is now threatening to make a police report on me for FRAUD, based on PayPal telling him that this is a fraud issue on my part! Hector refuses to return my key to the Brinks key safe box, and now the repairman won’t be able to get inside my condo! This is a fiasco that has created much chaos and harm with Hector who no longer trusts me, despite the fact that I have paid him about $2430.00 instantly in the past 30 days via PayPal with no issue, but these very unexpected echeck holds that none at PayPal ever once informed me was going to start happening has created a very unpleasant mess. So, the money is all gone from my checking account.. I have no more money to spend, I maxed out the last few dollars on my credit card to at least give Hector a cash advancement , but I will be using a different Payment processor from now on. I would still like to know why PayPal can keep my money like this, and when it will be released… does anyone have the REAL answer? My mail is . Also, does anyone know where I go to file a formal complaint with government officials to have his issue investigated? Thanks in advance
