Lack of help with disputes

Has anyone else had trouble with PayPal’s assistance with disputes? I ordered something 2 months ago and was getting no updates from seller. Finally got tracking number always saying in Ca. Waiting for shipping partner. After 6 weeks, opened claim with PayPal. Heard nothing until today when PayPal said dispute closed against me because package was delivered. I ended calling USPS and they said that tracking number was addressed to a different address and was delivered. I still unable to contact seller and am just out the money. PayPal is not what it used to be. I will have to cancel the account.
