Dispute Resolution Date Keeps Changing. There is nothing left to do!

In April, I purchased some elastic that was sold in 10yd lots. I ordered 10 lots or 100 yards in total. This is what I was charged for. I only received 10 yards. I asked the seller to refund my payment for the 90 missing yards. Seller refused and then crickets. In the seller’s feedback I noticed that this had happened to other customers. That is, buyers paid for a certain quantity and received a fraction of what was ordered. I know, I should have read the comments before but, hey, PayPal has a buyer protection plan right? After back and forth, I filed a dispute. I provided copies of correspondence with the seller. Paypal said to return the 10yds. I sent it back USPS Priority to the address I was given by PayPal (So now I’m out another $10.50 in postage. I wanted tracking info.) Surprise, surprise, the package was returned by the USPS saying the PO box was closed and no forwarding info was available. In other words, the seller skipped town. There are a lot of jerks/scammers out there and I don’t blame PayPal for that but what I don’t understand is that even though I followed all of the steps I was given by Paypal and even though the scammer is no longer around, PayPal keeps extending the date by which I am to get a final resolution. Everyday for the last few weeks, the resolution date inexplicably moves forward. There is nothing left to investigate! The seller skipped town. Questions – How long should I expect to wait? The outcome here is obvious – Scammer seller takes money and skips town so I should get a refund, right? Can I dispute this with my debit card company since PayPal seems to have little interest in resolving this? If/when I do get a resolution, if it is unfavorable (everything else has gone wrong!), how long does the appeal process take? Is there any point in opening an case with the BBB naming PayPal since their buyer protection claim clearly is not protecting me. Thanks for any insight.
